Petal Can do NOTHING. Pets and seeds only feed joule and at 5 stacks Joule can one shot all of your munions.
1
SAW No matter how much power SAW has, Joule can dance in and out of his range using her B to get an easy kill. Even if she's forced to intiate on a fully stacked SAW, he can't really dodge the A.
2
  No Threat
3
Catherine Has the potential to force Joule to drop her stacks but only has one shot to do anything significant
3
Krul Krul doesn't have the health to stand up against Joule. If Krul can find her with no stacks and get a really good initiate, he might be able to do some damage. However, Joule can A out of the situation. forcing Krul to be on point with his C
4
Koshka Koshka can give joule a hard time with all of her mobility. Unfortunately, if Joule is not bursted down and has her stack. Koshka is going to melt if Joule can get one good A
4
Ringo During late game Ringo can out DPS Joule if he built weapon. His true damage ult is also something to note but can be killed before he can cast it if you save your A to jump backwards on him (assuming you are running away)
5
Adagio Can take some harass from the B while still healing. Can also help out team mates so they can take just ONE MORE hit in a team fight
5
Glaive Can isolate Joule and is the only character in the game who can bait out Joule's B. Also has no problem shutting down her ult. Be wary of crystal builds

Joule It all depends on who gets ahead. If you find yourself with no stacks and the enemy Joule finds you while she's fully stacked. You are most likely going to die.

Petal Not a Threat. Joule's ult can potentially 1 shot her and it'll eat away any munions she had
1
SAW SAW will most likely always eat your full ult. As hard as it is to believe, He should never lane against a laning Joule.
2
Catherine Catherine's shield may become a problem during a team fight but in Most cases she is too far away to reflect your ult's damage.
2
Krul Krul will most likely die from a Joule C. He'd have to be roaming at max health the entire time.
3
  No Threat
4
Ringo Ringo can potentially harass joule to the point where she has to jump away but if both players play equally well. Joule still has the upper hand with her more powerful kit
5
Adagio Can take some harass from the B while still healing. Can also help out team mates so they can take just ONE MORE hit in a team fight
5
Glaive Crystal Glaive is still probably the most threatening character to Joule. Afterburn can take away so many of her options and the quick cool down makes it hard for her to hit him.
5
Koshka Mobility is still Koshka's strongest feature. Because she is so fast, she can dodge Joule's ult and probably her A.

Evil Joule Guide Top

Overview
Joule is one of our most well rounded characters. Despite being a melee character, I recommend her in lane. Thunder Strike makes it possible for her to go head to head with any ranged character. I also recommend her in lane because no matter what build you make, she will require at least 1 item to increase her mana pool. She is most benefited by frost burn as she frequently casts Thunder Strike and with proper timing, can make it impossible for anyone to get away.

Ability Notes
Rocket Leap
Can be used to go over walls
Area just outside of target area deals slight damage and does a push-back
Thunder Strike
Tension Bow, Breaking Point, Bonesaw, and Aftershock do not proc
Tornado Trigger will only increase the crit chance and damage
Big Red Button
So powerful it pushes Joule back
    Deals 4 ticks of damage

Each build has 5 items in the Final sections to give the freedom of adapting to your opponents' builds.

Optional items
Crucible
Aegis
Metal Jacket
Warhorn
Shiversteel

Weapon Top

Description
Weapon Joule is extremely straight forward. Keep your stacks up and keep poking away. After you get Frostburn you are free to roam around. You'll have the mana to keep your stacks up, and the slows will help ensure you have a target to hit if you engage an enemy. Don't worry about the loss of a slot for a weapon item. Joule's Thunder Strike deals both weapon and crystal damage. That said any crystal items you buy will still be benefit her B quite nicely. That said, the items above are the most effective if you plan on attacking with her B primarily. In lane, she offers some of the best defense to her jungling teammates. Because Rocket Leap can be used to jump over walls, she can very quickly be a part of any fight and may possibly have stacks on her B from laning. While she CAN jungle, she is extremely dependent upon getting her core items to be the most effective with her team. Unfortunately Big Red Button is not going to shine in this build. The Frostburn will help, but will not make this ability the best it can be. It's main goal in this build is for situational engagements or finishers. Over all, the main goal of weapon builds is to keep her Thunder Strike stacks up as consistently as you can. Succeed at this and you will probably be the biggest threat

Basic Plan of Action
Initiating
Try and delay the fight until you can build some B stacks
Be threatening your opponent by hitting your opponent with B or things around you
Always jump passed someone who is running from you
Activating Atlas Pauldron after jumping around your enemies is great CC

Team Fights
Always try and stack your B off of whatever you can.
Using Big Red Button on melee heroes point blank makes it hard for them to hit you as you due to the push back

Pro Tip
Always target something before you cast Thunder Strike]]
Keeping at least one enemy minion between you and the enemy laner to ensure you don't lose B stacks
Delay your B's so you will always proc Frostburn

Crystal Top

Description
Crystal Joule is a bit harder to play than Weapon Joule, She is extremely hungry for gold. You lane her the same way but she can't leave the lane as freely as a weapon build. Unfortunately for this build, Thunder Strike will not be as powerful as more weapon focused builds. However, once you hit level 6, you gain more control over the map and threaten space no other characters can. Big Red Button can deal insane damage from insane distances. One good shot can force an opponent to back off giving you the opportunity to have freedom over the entire jungle. The reason for buying scout traps is to provide the most amount of vision while in lane. When you leave to buy your next item. Try and ward the Jungle Monsters, Gold Mine, or random spots you feel you'd like vision in. If you catch your opponents jungling or attempting to gold mine, fire your ult at it just as it has about 20% health remaining. With your expensive items you just bought from laning so hard, feel free to fire off your ult at wherever your find an enemy. If you can keep your ults going and stay away from the enemy. They should be forced to play more defensively and you will start taking control of the match.

Basic Plan of Action
Initiating
Try ulting as defensively as possible
Try and lead your fights into a team fight. 1v1 can be risky.

Team Fights
Time your ult with any stun
Try and fight in small spaces but stay on the perimeter
Jump in and try to take agro but immediately move towards the edge of the fight

Pro Tip
You can snipe Gold Mine and Kraken from lane with your ult
Use Rocket Leap to push back opponents and save teammates
The push-back from Joule's Rocket Leap will proc Frostburn
Scout Traps provide a small amount of vision around them (without being activated)
Use Scout Traps as spotters for your ult snipes
