So to disappoint you but it may only be for private matches. For me draft is only in private matches I don't know if it's a glitch that a 3 man queue team ranked match didn't get drafted but it happened.

It's not guaranteed. You must be in a party of 3 and the matchmaker must Match you with a party of 3. If that happens then draft mode will kick in automatically. I've played about 5 and only received it once

Yeah I just figured that out I've only done two so far.
