Nine times out of ten when I am playing lane in ranked the roam just never, ever, ever use mines and flares and starts building aggro right after fountain of renewal (or some just don't even build the fountain)

When that happens to me while laning, I usually carry a flare or trap with me in case I need it. I also don't go into bushes unless I'm sure I'm not gonna get rushed.

I guess the solution is to play "back"- i.e. To sit back & farm in the lane & not get too involved in those jungle fighs, & to teleport home when you need to spend the gold. Def easier than getting lit up every time you enter the jungle lol
