I agree about your idea but although you could rank your allies capabilities with the hero of your choice, the players who pick the heroes that can make the best team may be a little unskilled or just utterly terrible because they feel pressured to not let the team down. I say that the usual defender, lane and jungle team is usually the best suited unless you or your party are focusing on defending until the Kraken arrives or just rushing straight into the oppositions base.
