Ozo why WP when is abilities are CP ?

Hi,
I have a question, i see that most builds for ozo are based upon weapon objects. But his abilities are boosted by crystal power so why isn't it better to make a CP build ? That goes for other heroes too...

Because his life steal is very good,

On a whole weapon builds are normally more tanky and slower damage, while crystal is more squishy but larger burst
