Is it just me or can we not surrender anymore when a player abandons the match before 15 minutes? Even when you get the notification.

When the game started, there was only 2 players. The notification didn't come until around 3 mins; it felt like it took awhile. But when I opened the scoreboard, the surrender button was on countdown till the 15 min mark.
