Karma level 0?

I've been playing since November with 57 wins and over 8,000 glory. Though my skill tier is "Not Bad and my Karma Level is still at 0. It didn't make any sense to me. Also note I've never been afk.

That is weird! Has the karma bar reached 100% before? I'd assume it has at least a few times if it was acting normally.
