What does it mean with the tiers. Like the gold and silver.
What does having elite legend with the hero's.

Gold and silver are just a separation for tiers, just think of all ranks of having 3 seperate skill levels.

Tier: 8 Gold
Highest Tier: 9 Silver

Yep here's the list of skill tiers...and like uncrudable said, each has 3 levels.

Tier 1 - Just Beginning
Tier 2 - Pretty Good
Tier 3 - Rock Solid
Tier 4 - Worthy Foe
Tier 5 - Got Swagger
Tier 6 - Credible Threat
Tier 7 - Hotness
Tier 8 - Simply Amazing
Tier 9 - Pinnacle of Awesome
Tier 10- Vainglorious
