I just played a match against a team consisting of Glaive,Ardan, and Rona who all built storm guard banner. Rona would take turret damage, Ardan protects her with vanguard, and Glaive pushes damage dealer away. All three attack the turret. Of course, they all get taken down by the enemy team after the Rona and the turret goes down, but the storm guard team gets 900 gold. They keep repeating this tactic and win even if they die because turret gold is more than farm gold.
Details: Rona builds attack speed, stormguard, and defense
Ardan build health, stormguard, and attack speed
Glaive builds attack speed, war horn/ stormguard, and defense.
Boom... Game over in 13 minutes...
Have any of you tried this super op tactic?
Do any of you know how to counter it?

Counter it by invading their jungle early.
Their strategy only works for early game when the respawn time is fast, so they're all rushing banners and lacking strength to fight other Heroes. Also Mines hurt like hell in early game, plant a few around your turret to deter them. Rushing an Atlas Pauldron or two could really, really, mess them up.

Nope! If you do that, your turrets will only go down faster. When teams do this, they ignore the jungle all together (except minion mines) and focus on turrets. Like the OP already said, they generally build items toward non-hero damage. Their strategy is super effective with both minion mines under their control, but only kinda effective with only one. Find them, ace them, then knock down their turrets. Be sure to keep AT LEAST one of the minion mines under your control. They will sacrifice themselves to get both mines and go all out for the turrets. If you try to farm the jungle, you'll just be running all over the map, always a step behind.

The idea about the mines around the turrets is a great idea, though. I've seen this only a few times, got beat the first time it happened to me since I'd never seen this strategy before and it took me by surprise. Once you see it coming, hopefully your team mates figure it out with you, since you can't defend the turrets alone. It's pretty funny to see it work though. :)

They released a "quick fix" today to fix this issue without the need for a true update. Storm guard Banner was fixed and turrets are stronger now.

I've felt your pain for too long now so I'm happy this has been fixed and look forward to update 1.9 for it to be permanently fixed.
