Guys I am stuck in not bad tier how do I move up?

Soggy is correct but to be more specific learn how to play roles well, don't be toxic, try and get better at multiple characters, Play in a party when doing ranked, Learn how to irongaurd and support. Seriously learning how to support well is crucial while it may be boring it is needed and I hope you understand that. When you play lane, don't overextend so you won't be ganked but considering your rank you won't need considering overextendeding that much but keep it in mind.

Alternate things could be to watch pros play and learn, someone to teach you or even look up how to play well on guides in the internet.
