For WP SAW, I have only found him viable with 2 serpents mask with sorrowblade by about 12-14 min. Other than that, I agree with breaking point at about 19 minutes if you find yourself able to survive a teamfight win almost every fight. If you get focused, tyrants monocle is the way to go.
