I thin you need to rush tier 2 boots on him, and upgrade to tier 3 mid game. And Defiantly a shiversteel

Hey, thought id kick this off. As of now, I'm not sure of phinn's stats or ability scaling, but I feel he would definitely do brilliantly with an altlas Pauldron, given his ability to suck in the enemy team. Also, a shiversteel would emphasise his ability to peel and gap close.
