The only problem with this build is the lack of defense. You go for all-out attack damage. The boots are definitely necessary, so I don't think I would consider that an "alternate build," and you should also have another defensive item incorporated (this could be the crucible). If you are going to use the crucible, you might want to replace a Sorrowblade or Tyrant's monocle with a serpents mask because tank and sustain go hand in hand. One more thing, I don't think you should ever leave the tornado trigger out of the build. Attack speed is necessary on Joule because it speeds up her attacks and reduces the cool down on her B ability. I would suggest replacing something else instead.

Decent build if no one is attacking you. I use a similar build but you definitely need to catch everyone by surprise as it's easy to get kited with a slow joule like this.
