You know frostburn doesn't apply on basic attacks, right?
You do get Ki stacks so you can reapply your abilities from basic attacking, but you get the maximum amount from your first basic attack after your abilities, so it's a bad idea to build a tornado trigger based on that.

If you already have frostburn, you would not need shiver steel. Also, you should get journey boots.
