It's never better than tension bow at adding damage to your first hit as taka or ringo.
It's only a DPS item, and even then only better than sorrowblade if you have 2 other weapon power items, and one of them must add critical chance (glaive's passive adds critical chance, so he only needs a sorrowblade for it to be efficient).
You should even avoid buying lucky strike until the above condition is satisfied.

-Weapon power is damage. If you have 10 weapon power and you do not crit you will do 10 damage.
-When you crit, you usually do 150% damage. If you have 10 weapon power, no "+critical damage" and crit you will do 15 damage.
-Critical damage adds to that percent. If you have 10 weapon power and crit with "+30% critical damage" you will deal 18 damage.
