I was stuck in Tier 4 for a long time. Just couldn't get out. It drove me crazy. My nemesis - instalock SAW. This build is designed to do damage and annoy the other team, as well as help out my SAW by stunning the enemy laner.
This build won me 12 games in a row (not making anything up here... the enemies just didn't build against me) and got me out of Tier 4.
For me, this build was a necessity. If you are stuck in solo Queue, try this out. You still grab fountain first and max your wall, so you are a fine support for the skill level at this point in the game. You have speed with War Treads and Splashdown.
Your survivability comes from Eve and the armor. If you want to opt out of two defense items, grab clockwork. It makes you QUITE annoying.
Give it a shot. I hope I can help some of you out and you too can get out of Tier 4.
