shiversteel is way too expensive for what it does, dont build it. dragonblood contract is fine, it might be every 6 seconds but it does the job properly. shiversteel costs too much for somehting that falls off extremely hard during the mid-late game transition. and as for addressing usage n krul, glaive and such. unless your a pleb and running a run at them until they die build, journey boots+ the heroes innate ability kit is more than enough to confirm kills.

i do however point out that shiversteel support grace is a viable build due to it being a guaranteed perma slow when chaining her auto attacks. it is however the last item that is built.

Actually just tested this out, and shiversteel, or Shasows empower me, take out a percentage seperately. As far as i can tell. So speed of 100 would be brought down to 36 and not 20

Thought that slows don't stack? Pretty sure that only the more powerful slow is applied.

Does this stack with krul's heroic perk? So 80% slow?

I agree with @InfuriatedBrute, any hero that you'll be doing most of your damage with basic attacks should pick this up ( Glaive is a good example), but for mages like Skaarf, a Frostburn is more beneficial.

I would personally say yes for petal, no for skaarf. I think you should get frostburn instead on skaarf, so that your goop slows even more. But that's just my opinion, and I haven't actually played skaarf.

The active should be worth 450 gold to you for it to be worth it to upgrade to this from dragonheart, unless you need the extra bit of health desperately and/or can't buy anything else.

It's 15 or 20 seconds. Definitely can be used in every encounter.

The slow is longer and slightly more effective than frostburn. It's also very cheap.

Yes, but Frostburn gives you Crystal Power instead of health, also it has passive slow, unlike Shiversteel. so, the Frostburn is a better choice for CP heroes(Mostly carries). While Shiversteel is a situational item.
