soo laning against saw consider the benefit of your A skill be more effecient at lvl 1.

Yes! Jungle Vox is really good too( I'm actually writing that section now). In lane Vox will be easily pressured early game so its best to play safe. It and option to unlock Sonic Zomm on lvl 1 but it's only a dash without resonance, and usually good SAWs in solo queue unlock Roadie Run on lvl 1. If you're having trouble laning just call up your allies to gank the enemy laner. I usually can't do well against SAWs so it is recommended to freeze lane and not push that much, stay under your turret and you're fine.

As for the BP build I saw it a couple of times and it can work well if you know how to use it. You can consider swapping the places of Breaking Point and Serpent Mask so you're stronger early game.

In my opinion, SAW is in a good place right now. He used to be underpowered but in 1.7 he's a lot better. Even he does large damage early game, he is really slow and its easy to counter him by using stuns and he's probably dead.

It does irritate me a little that they try and nerf vox, when saw needs some fixing a bit more in my opinion.
