Intro Top

First off, I want to start by thanking Evil Andre who inspired this with his build, Krul The Terror Train now i'm no pro in fact i'm only decent-ish but it really does not matter with Krul so, without further ado lets begin.

Forming the Rock Top

Krul is a heavy momentum character that should be as disrespectful (aggressive) as possible. In any build, your the only thing you do with this character is stack Weakness (B's passive) and Smite. He will win most duels and can zone out any hero of his choosing during a team fight by beginning to build weakness on them. Know that he should be the first to be focused down in any team fight. So plan your targets accordingly and try and block the burst damage with Dead Man's Rush (A). It is SUPER IMPORTANT NOT TO DIE as Krul. You need to be aggressive but not suicidal. Boots is a required first item to make your aggression safe or successful. If you become under-leveled you will not be able to own the jungle anymore making you a burden to your team and an easy kill in fights. When you are low on health, continue to jungle and smite the Jungle Monsters, it'll take about 2 Smites to get from 1% health to 100% health at any point in the game. DO NOT EVER RETURN HOME. You cannot waste the time NOT jungling.

Weapon Top

General
Be aggressive
Harass as much as possible
Eat every Jungle Monster you can
Buy items in order listed
Only roam into lane with ult (Unless big team fight happens)
Only use boots to close out a 1v1 or get away from a 2v1

Engaging
Don't use your A if your perk is up
Save your A to block damage
Never Smite unless you think it will kill or you need emergency health
Pop Atlas Pauldron the second you land your first attack on a hero
(Only save it if you feel within the next 2 seconds you can hit multiple players

Team Fights
Don't engage first if they have stuns and burst damage
Stick to the enemy that deals the most damage by auto attacking
Even if you have 8 stacks on this hero, If you don't feel like Smite will kill, wait. The Weakness debuf is more valuable to your team.

Notes
Buy Breaking Point before Atlas Pauldron if you are fighting a bursty crystal team.

Crystal (Not Yet Released) Top

I am still trying to iron out this build. The theory is, I can jump from target to target with massive cooldown and quick attack speed maintaining weakness stacks on multiple characters making Krul your CC or Nuker. Crystal mixed with Smite will pretty much guarantee any kill. You'll have more burst sustain because you can shield (A) more things during a fight.
