blackfeather is weak against enemies in the early game. you shouldn't engage anybody early game because if you don't have chronograph your abilities will be on a long cd and as in long I mean a 6-sec cd for both your A and B. after you get shatter glass,aftershock and Tier 2 boots then you can start ganking mid and bot lane.once you pick up kills you can start to snowball and that's very good when you are playing as a jungle because you'll be a level ahead of everyone. you want to Max your A because of the recent changes his A now executes the target at 25% of what their maximum health is so if you have full heartthrob stacks on a squishy target you can burst them down so fast they won't have a chance to retreat behind their frontline. then max his B so you can get the max range for it so you can contribute in a team fight without putting yourself in harm's way. make sure you use your C wisely as it is on a 30-40 second cd so only use it if you can either chase and get the kill or use it to get out of people ults like koshkas or ardans but BF will take some time to getting used to but if you can learn to use him he is a great jungle and if you manage to snowball he is somewhat unstoppable you manage to get all of your item and remeber since once you get shatterglass you can kill eniemie jungle minions fast so put a ward in the middle of the bush so you can see their gold trient and their red buff but thanks for reading and good luck i can post another thread for his wp build path if this get enough attention
