I think swapping Stormcrown for a Clockwork would be better as
Your Twirling Silver has a CP Ratio and
Clockwork gives CDR and also boosts CP

Well Clockwork works fine for CDR,
But the problem is, it makes Ringo's clear speed way less efficient
And it'd be a waste to use Twirling Silver everytime to just clear minions

This is interesting lol. I'm currently working on an Unpublished Catherine guide, and CP Ringo is one of the easy-to-squash heroes for me xD
You see, a smart Catherine will hold her Merciless Pursuit, and instead engage with her Blast Tremor. She will not go in alone though, because mind you, Catherine is a Captain. She leads her Team. A burst of War Treads and they will all be on top of you in Seconds. And if the Catherine was me, I'd stun you just as the silence wore off, so that you can't Reflex Block it, unless there was another higher priority target on the team, which is pretty unlikely since you are going full Glass.

I do recommend taking at least an Aegis into your build, as the reflex block can save your life, and the Shield and Armor provided significantly increases your chances of survival should you be jumped on.

Well that is if the Catherine is smart..
But if Ringo's captain, or Ringo himself would Block your silence, the problem with silence would be gone.
Won't deny the danger if there's gonna be a team collapse, but all the situations were what if 1vs1 situations.
And I seem to have forgotten to upgrade the Reflex Block into an Aegis...
Since I thought it'd be common sense to do it ._.

Umm your going to die very fast with this build. Even if roamer is always looking after you, you'll get bursts down so easily. Sure you can do a lot of damage but it seems like you have to burst them down before the enemy does

Really? Well I get that getting an Aegis or Metal Jacket first won't help, but I did explain to never get ahead and be an open target.
And ganks are hard to get by since Ringo has no manuever ability, but won't this just prompt the Ringo to have more self awareness? A CP Ringo packs a big punch if he already has one or two of his core items, so as long as it's limited to a 1 vs 1 he could win
