Why frostburn? Top
Fortress doesn't have a solid crowd control effect like a stun or pull. Frostburn gives more utility and couples perfectly with your bleed effect.
Aftershock Top
Always go aftershock. It provides cooldown as well as a source of damage without needing high power items like shatterglass which don't help Fortress which leads me to my next chapter.
Never ever get a Shatterglass Top
Fortress has low scaling on his abilities and is much better off with other crystal items like penetration and cooldown.
You're the captain. Top
This is not a build meant for DPS or soloing. Stay with your team and use bleed to slow while using mark to speed up your team. Spam the hell out of your ultimate when you don't know where your enemy is. Don't wait.
