I. Why play Gwen as Captain? Top

Generally, 99% of players will play Gwen as a Weapon or Crystal Carry, but just look at her Team Utility Stats,it's unusually high, right?
Gwen is similar to Lyra and Lorelai in terms of Captaining capablities. All three are squishy but high utility.
Gwen's ability (A and C) can reveal and stun enemies respectively. This is especially important to teams in terms of Team Utility.

II. How to play Gwen in the Captain role? Top

As mentioned, Her A and C are Utility stuffs. Her A acts as a Flare while her C stuns. If you find that your Energy depletes too quickly in the Early or Mid, then get a Energy Battery or Void Battery or Chronograph.
Use Contraptions mainly for scout traps because your A is basically a flare. Clockwork is not really neccasry but the extra Energy and Cooldown might help, plus, Contraptions have that built-in Ability Cooldown so yea.
Because her ULT/C is easily dodgeable, i recommend using it in surprise situations, for example, when ganking, hide in the bush, and when you think the enemy is least expecting an ambush, use C for initiating.

III. What about the build? Top

The Build is simple. Fountain Of Renewal is used for Allies with low health, easy, right? Crucible is used for Team Block for stuns and maybe damage. War Treads is used for Team Escape or to help your Allies chase down the enemy. Now the complicated items. Clockwork, Contraptions and Atlas Pauldron. Clockwork is not really necessary, but as mentioned, the extra Energy and Ability Cooldown can really help alot in terms of using your A and C. But if you don't want Clockwork then you could switch it with Dragon's Eye or Sorrowblade or Bonesaw. For Contraptions, it's straight forward. Scout Traps and Flares, but you could save the flares by using your A. Lastly, Atlas Pauldron. If the enemy has lots of attack speed, then use this. But if the enemy has more damage but less attack speed then use Metal Jacket.
Also don't forget to buy Infusions. If you're building Clockwork then buy Crystal Infusion, if you're building Sorrowblade or Bonesaw then use Weapon Infusion.

That's basically all. Good luck on the Fold!
