Adagio A smart Adaigo is always scary, fortunately for you, it's much harder for him to engage you correctly.
9
Taka A very good Taka, who knows what he's doing, won't have much problems with taking you on. He's simply too mobile and bounces all over the place, which is horrible to play against as a skillshot character as Joule.

Jungling with Joule Top

Joule is a very potent and fierce fighter. If you use her potential right, she can be a very strong powerhouse to deal with.

Although Joule is naturally tanky, (thanks to Heavy Plating) but most builds seems to just focus her into a pure DPS build, which I think wastes her potential and is an inferior path into late game. Ringo and other carries should focus on the main damage build, not you!

But why not go pure DPS if you can get away with it? Good point, but in a more equal and matched game, you usually won't get away with it, especially not in late game were such builds leaves you way too squishy to get into the fray.

So without further ado, here's my Joule build:

Start Top

For starters you buy Ironguard Contract, 2 Halcyon Potion and 1 Scout Trap

After I've tested several runs starting with either Weapon Blade, Book of Eulogies or even Crystal Bit, I simple cannot see any significant difference in clearing speed of the jungle. Ironguard Contract is even dirt cheap and helps you sustain in the jungle while even getting bonus gold from dead minions, if you're ganking the lane and such.

The Scout Trap is used for obvious reasons, like counter jungling and defending your jungle from invasions or the other various uses this fun little item have.

Get Early Top

Focus on clearing your camps as fast as humanly possible. After your first full clear, you immediately go to the jungle shop to get either Sprint Boots or Weapon Blade (or both, if you got the money!). After that, you should focus on getting a quick Oakheart too.
Getting all these items as early as possible makes you quite potent in your early game and few can actually threaten you when using your skills to the max.

Complete Early Top

Sorrowblade should be the first major item you complete before anything else, after that I usually go for either Travel Boots or Reflex Block.
If you want full jungle control go for Stormguard Banner. The clear time you get in the jungle with that item is out of this world. You basically 1-shot Petals minions and seeds with Sorrowblade+ Stormguard Banner and stealing the enemies jungle camps can be done with contemptuous ease, never underestimate this item!

Core Top

No surprises here, but let me explain the Warhorn.
I rarely, if ever, see anyone with this item and I still can't grasp why. It's a must for both jungle Catherine and Joule. Really. It has zero drawbacks. The ability to push lanes/clear camps/steal minion mines/clear Kraken/kill petal minions is immense. The use funtion has tons of uses like; saving teammates/engaging (activate right before you engage with Rocket Leap)/escaping/chasing enemies. Furthermore, look at its stats! None of them are wasted on Joule, it reduces her downtime immensely and increases the rate of which she can spam her most important ability; Thunder Strike
Seriously. Don't miss out on this item!

Final build Top

This is the final build I go after finishing the core. At this point Joule simply starts becoming an indomitable monster. The damage she puts out with this build is simply disproportionate to how nearly immortal she becomes at this point. For added measure you should consider dropping Tyrant's Monocle for Metal Jacket but there's no reason to do so if you are ahead of the enemy team.
Even though Thunder Strike doesn't proc Tension Bow, Joule still swings immediately after so it's not like this item is wasted on her, I almost always take it for the burst potential it brings.
